ci: update Android NDK to r30 (30.0.16248370) (#6275)

Browse Source 
r30 is the current NDK LTS; r29 is no longer supported. The NDK path
is part of the libhevtun cache key, so the cached libraries are rebuilt
with the new toolchain.
