chore(build): update Gradle wrapper to 9.8.0 (#6274)

AGP 9.4.1 is in the AGP range Gradle 9.8.0 was tested with (9.0 to
9.5.0-alpha02). AGP 9.4 requires at least Gradle 9.6.0.
